U05:York/are is a lexical feature. Its weights are calculated during encoding. In decoding, if we can extract this feature from input text, its weight score will be used for output class classifying.

york/are =>this means that the probability york after are ?

No. it's just a single feature.
For the probability P(are|york), it saved into path between "york" and "are". Please read code and check "path" part in decocder.
